What is Homemaker Home Health Aide Care?

A Homemaker and Home Health Aide is a trained person who can come to a Veteran's home and help the Veteran take care of themselves and their daily activities. The services of a Homemaker and Home Health Aide can help Veterans remain living in their own home and can serve Veterans of any age. Homemakers and Home Health Aides are not nurses, but they are supervised by a registered nurse who will help assess the Veteran's daily living needs. The VA offers Veteran Directed Care , previously called Veteran Directed Home and Community Based Services (VD-HCBS), for veterans of all ages who are enrolled in the VA’s medical benefits package. If you qualify for VA health care, you’ll receive coverage for the services you need to help you get—and stay—healthy. For these services, you may be able to pay through Medicaid, Medicare, or your own private insurance. This program is for Veterans who need personal care services and help with activities of daily living.
Applying for VA Standard Medical Benefits
We highly recommend signing up for Medicare when you are initially eligible. It expands your available medical options and can bring peace of mind if you have a lower VA priority level. For Medicare, you need to be a U.S. resident or citizen who has lived in the country for at least five years, along with being 65 years of age or older, or having specific health conditions. You can qualify for VA but not Medicare, or you might qualify for both. Respite care offers regular caregivers the chance to take a break from caring for patients.

The A&A application process can take several months to complete, and benefit funds will not be available during the processing period.
However, other relatives, such as adult children, nieces and nephews, and grandchildren, can be paid to be caregivers. These caregiver payments can be deducted from an applicant’s countable income when calculating their pension amount, effectively increasing the monthly cash payment. This, in turn, allows a veteran or surviving spouse to continue to pay a family caregiver to provide in-home care assistance. VA Geriatric and Extended Care Services (like the H/HHA Program) are unique in that no copayments are assessed for the first 21 days of care provided in a 12-month period. If a veteran is responsible for copays (based on service-connected disability status and income), these will start on the 22nd day of care.
In-home respite care allows the client to remain at home rather than moving to an assisted living facility for short-term respite services. Eligible veterans and surviving spouses who need assistance with activities of daily living may qualify for the VA Aid & Attendance Pension benefit, which can help cover in-home care costs. Spouses, unfortunately, cannot be paid to provide care, as their income is also considered when calculating a veteran’s pension amount.
The H/HHA Program is unique in that these extended care services are provided exclusively through non-VA providers in the community . Since the VA does not directly provide homemaker or home health aide services, any veteran seeking them qualifies for community care automatically. Assisted Living –CFL does not pay for assisted living or senior living care as defined by assistance with activities of daily living such as bathing, dressing, feeding or supervision of the cognitively impaired.
